Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are delivered from different nations. Immense energy is devoted on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is impossible to force Russia to abandon the land that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its favour in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its favour.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: personal goals to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
