Trump's Progressive Alarm Overlooks The Continent's True Threat: Technological Stagnation.

Donald Trump's security policy document presents a flawed view of Europe. The document asserts that unrestrained immigration and so-called "woke" agendas represent an existential threat to European civilization. Yet, this argument rests on a serious misreading of the situation. The actual challenge confronting the EU is not societal but technological and economic backwardness.

A Glaring Growth Gap Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry 13.5% increase for the EU. During this period, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a higher per capita income than several leading European economies like Italy and France.

Today, roughly half of the global top fifty tech companies are American, while only four are European.

The Technological Deficit: The Core Question

This widening economic gap stems from stronger efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is decidedly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at more than $10bn, versus just 14 in the European continent.

This gap prompts a pressing question: In the race for future industries like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely agree it is essentially a two-horse race involving the US and China, with Europe starting at a significant handicap.

Root Causes of Europe's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU still lacks a genuine capital markets union, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper European business. A US startup can launch a product under one set of laws to access a market of over 330 million. The EU, despite a larger population size, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to advance serious reform. Key reports on EU competitiveness and the single market point to the necessity of sweeping changes.

With the right incentives and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

The continent retains significant strengths: high-quality workforce, excellent schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing next-generation technologies, it can still dramatically increase economic output by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now faces a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
