The UK and US have finalized a landmark trade agreement that will maintain no duties on UK drug products going into the US market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has committed to boost funding on pharmaceuticals through the NHS. This commitment secures that duties on these vital goods will remain at zero for a duration of 36 months.

This agreement follows recent threats to significantly raise duties on patented drug products, with increases discussed as high as 100%.

"This agreement between the United Kingdom bolsters the global environment for cutting-edge drugs and introduces much-needed equity to transatlantic drug exports," an announcement noted.

Commercial Significance

Pharmaceuticals represent one of the the United Kingdom's biggest export categories to the America, which is easily the biggest destination for leading companies like GSK and AstraZeneca.

Statistics reveal that in the year to the end of the third quarter, the UK exported drugs worth over eleven billion pounds to the US. This amount made up nearly one-fifth of total UK exports in that span.

"This agreement secures employment, stimulates capital expenditure and paves the way for the UK to establish itself as a international leader for medical research," a minister commented.

Detailed NHS Changes

The deal includes several notable commitments from the UK:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it considers new therapies to be prohibitively costly by 25%.
  • Higher Drug Budget: There is a aim to increase total public funding on medicines from 0.3 percent of the national economy to 0.6% over the coming ten years.
  • Payback Limit: The percentage pharmaceutical firms must refund to the NHS to stay within budget will be restricted at 15%. Previously, repayments were more than 20%.

Recent Tensions

The deal takes place against a protracted row between the sector and the ministers over medicine costs and regulatory access.

These tensions were heightened by assertions that American customers were charged significantly more for the identical medicines than people in the UK and Europe.

Recently, several significant pharmaceutical investments in the UK have been paused or scrapped, while multi-billion-dollar expansions have been pledged toward American operations.

One official acknowledged that the NHS needed to increase expenditure on treatments, noting that its spending on drugs had shrunk as a proportion of its resources over the past decade.
